Supervisory Program Manager

The duties of this position include but are not limited to:
The incumbent is responsible for leading, planning, analyzing, directing and coordinating a variety of diverse programs that requires professional and in-depth technical knowledge, experience and skills in the broad and specific field of park management, a concessions program; park management internal controls; travel services; human resource management; employee relations; acquisition and property management; agreements, leases and contracts; information technology management; payroll and timekeeping; bills of collection; payment of invoices; and leadership and strategic direction for the park's business strategy and financial plan. This position serves as a leadership team member of a more than 13 million acre park and preserve, with diverse resources, and which hosts over 80,000 visitors annually. Functions as one of six division heads on the park leadership team and has park-wide responsibility. This position serves as a key liaison with coordination and oversight of agreements, leases and contracts with tribal governments, universities, communities and a diversity of stakeholders; regional NPS leadership and state leadership and population centers in Anchorage, Fairbanks and Juneau; as well as Washington D.C. leadership. Internal Controls - responsible for developing procedures and establishing internal controls to eliminate waste and prevent fraud in use of government property and resources. Oversees development of business program or operations vulnerability assessments. Audits these areas and recommends steps to reduce vulnerabilities and improve procedures. Reports on actions and recommendations. Leadership and oversight of the park's annual (and five year business plan) budget formulation and execution. Monitors the expenditure of funds to ensure fiscal integrity and correct application of financial standards. Develops projects for funding competition to ensure a stable program and workforce. Information Management - responsible for providing information technology, connectivity, communications (local, long distance, cellular and/or satellite telephone, facsimile) and automation advice in support of programs for the park and for directing the work of staff assigned to provide technical support to the park. Serves as the primary liaison with the Servicing Human Resources Office (SHRO) coordinating the identification and communication of needs and receipt of HR services from the SHRO. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience may include providing a wide variety of administrative services in budget and financial management, acquisition and property management, contracting and procurement, information technology or human resources management to enable efficient operation of a business or program office; analyzing administrative work functions and processes and identifying and executing business process improvements. You must include the number of hours worked per week within your resume. Volunteer experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
